  Overview

  This monograph provides an overview of the field of regulation and the process through which regulators conduct their business. Based on the teachings of Troyen Brennan and Donald Berwick, this monograph explains how health care regulation can be converted from what Brennan and Berwick refer to as a "meaningless waste of resources" into a flexible exercise that facilitates productive change in health care. Strategies for responsive regulation are reviewed.
